Process

Overview

Reports and keyboard The Program Review process at Coastline is an integral part of an overall process of institutional evaluation, planning, and development. Included in the review process are all of Coastline's State-approved certificate programs as well as program clusters covering other disciplines and departments such as Visual Arts, Social Science, Mathematics, etc. Guiding the process is the Program Review Steering Committee. The committee is comprised of faculty, administrators from instruction and student services, and representatives from the classified staff and the Student Advisory Coundil (SAC). The Vice President of Instruction chairs the committee.

Program Review is a collaborative two-stage process of: (1) Annual Reviews, conducted by small teams of faculty and administrators and (2) Five-Year Reviews by larger teams that include faculty, administrators, classified and student representatives, and appropriate resource persons from the college, business, or local academic community.

  1. Annual Reviews are conducted by the discipline dean and department chair (if applicable) and involve a review of quantitative data, including enrollment, FTES, scheduling, and attrition information. The individual departments have responsibility for analyzing the data and developing program recommendations.

  2. Five-Year Reviews are the second stage of the Program Review process. All programs are scheduled for in-depth review at least once every five years. The committee solicits recommendations from the instructional managers and from faculty in developing a review schedule. Programs may also be scheduled for more frequent review based on the recommendation of the Steering Committee or the individual department. Self-review teams include the department chair and at least three other faculty members, the discipline dean, a classified representative, and a student representative. The instructional researcher provides the self-review team with quantitative data related to enrollments, FTES, scheduling, and attrition information and assists the team in developing and deploying faculty, student, and business surveys. Guidelines for the comprehensive five-year review outline the required elements for the review, but each team also has the flexibility of tailoring the review to the special circumstances of the program. Self-review reports are presented to the Program Review Steering Committee which, in turn, prepares a Validation Report noting issues, trends, areas for commendation, and recommendations for program direction and activities.

Report Format

The report format for instructional Program Reviews was revised in 2006-07 to place greater emphasis on documentation of student learning outcomes. Please be sure to review the one-page report format guide. The Student Services Program Review includes two documents: the report format and the department outcomes worksheet.

Program Vitality Evaluation

Separate and distinct from Program Review, but overseen by the Program Review Steering Committee, is the college's process for Program Vitality Evaluation. The purpose of Program Vitality Evaluation is to determine the vitality and continued viability of a program in response to concerns identified during Program Review or in response to significant changes in enrollment, labor market demand, faculty availability, and/or facility and equipment costs and availability.
